The Reich Citizen Law established "Reich citizen" status with all associated political rights for Aryans. Jews were merely allowed to keep the nationality. However, they were denied "full political rights". Thus, the national equality between Jewish and Christian Germans was terminated by law.

Anyone who was descended from three Jewish grandparents, belonged to the Jewish faith, or was married to a so-called "full Jew" was considered a Jew.

This definition was the result of a compromise between the NSDAP and the ministerial bureaucracy, whose attempts to enforce a relatively narrow definition of the term "Jew" had eventually failed against the demands of the NSDAP.

The exiled SPD concluded that by means of these laws, "Jews were declared to be inferior to other races and peoples and were relegated to a position virtually outside humanity".
